Project 2029: a bridge to the Mission for America

Project 2029 considers what a president could undertake if Congress is unwilling to authorize the full Mission for America. It sets out national investment, a state pilot and a legislative program, with staffing and delivery plans for all three. Its financing also depends on Congress renewing expiring lending authorities before the 2028 election and providing the funds needed to use them.

About This Plan

The full Mission for America requires Congress to charter a Reconstruction Finance Corporation and authorize investment at the proposed scale. Project 2029 describes an interim approach for a president whose Congress is not prepared to do that.

Its three parts are national investment in industries and buildings, a state pilot combining public coordination with private financing, and a legislative program to restore benefits and expand investment and public services. The plan distinguishes existing executive powers, provisions that may qualify for budget reconciliation, and changes requiring other legislation.

The main document sets out the proposals and their sequence. The appendices explain the mechanisms, evidence and legal limits, including the renewals and funding needed before the lending programs can support new work in 2029.
